Case Study: Cadastral Survey Study

 

 
uploaded-file-40748For this project, working with the Croatian cadastre and land registration organisations (Technical Assessment of the Survey and Mapping Contracts, and Assessment of the Harmonisation Process) Mark Probert of Geolink Consulting worked as team leader with a group of experts representing COWI A/S of Denmark. The project reviewed eight World Bank funded cadastral resurveys contracts and the related harmonisation procedure to identify areas for simplification and process improvement. The team studied the methods used and the procedures followed. Considerable time was spent interviewing key stakeholders, including the contractors, the cadastre agency, the land registry, government agencies and crucially, the land owners.
 
gps%20block.jpgIt was possible to identify the components of the process that were responsible for the highest costs and those elements that were blocking the flow of harmonised data into the national cadastre and land register. The study included identifying and spreading best practice methods through knowledge management. Recommendations that were made as part of this project are now being taken forward in Croatia by the State Geodetic Administration as part of a further project to explore how the options identified can be further developed.
